you should review the status of the City support of the NYCTA – the dollars have steadily been reduced to a level which is much below what it was in my MTA days. If the City wants to resume control it must be ready to provide a lot more subsidy – which it should anyway!
What about comulsory arbitration? Whether it would be "last best offer" or normal arb, it would likely spare us a recurrence. Also, what about assuring the contracts terminate end of July, when fewer folks are in town and walking is easier?
